RTA’s rented-bus activity covers defined company-worker movements under contracts. Confirm the correct activity approval, professional driver, passenger-bus registration and your approved route.
UAE Bus Rental Permits & ComplianceGuide
To rent a private bus legally in the UAE, confirm that the transport operator, assigned bus, professional driver and actual journey are authorised for the service. Dubai staff contracts, tourist trips, Sharjah and Abu Dhabi services, cross-emirate routes and airport pickups can have different rules. We explain exactly what to check, show Aseel’s published fleet and daily/monthly guide rates, and give you a practical checklist so you can request a written, compliant quote without guessing permits or hidden costs.
Whole-vehicle transport for companies and organised groups — not public seats, individual car lift or cargo service. Legal requirements are authority- and route-specific.

Your group should not have to become a permit expert. Ask the transport company for the specific answers that make your booking legally and practically suitable.
- A generic trade licence does not prove authority for every contracted staff, tourist, school, airport or cross-emirate passenger trip.
- Verify the assigned vehicle’s permitted passenger count, driver category/permits, insurance, inspections and the actual pickup arrangements.
- Select the bus using headcount PLUS suitcase dimensions, safety needs, seat comfort and required equipment.
- Aseel’s daily/monthly fleet figures are illustrative homepage data; weekly and yearly prices need written route- and contract-specific quotes.
- Driver/fuel, tolls, waiting, parking, VAT classification, cancellation and any one-hour backup target must be explicitly agreed in writing.
UAE Bus Rental Permits & Compliance Guide: Practical Answer and Buyer Context
For staff buses, private group transfers and tourist coaches, the first question is not just “does the company have a licence?” It is “is this operator, vehicle, driver and route authorised for the particular job?”
To book a compliant private bus in the UAE, choose an operator authorised for the transport activity, ask for the appropriate vehicle and professional-driver permissions, confirm the registered passenger capacity and insurance, and check any emirate, airport, tourism or school-service requirements before paying. The operating company normally handles its regulatory applications; you, as the buyer, should request written confirmation that your actual trip is covered. Rules differ for employee-contract transport, tourist transport, selected vehicle-only rentals and cross-emirate movements.
Dubai RTA describes “Passengers Transport by Rented Buses” as contract-based transport of a beneficiary organisation’s employees or workers. Its published activity card covers company authorisation, bus registration and professional-driver permits, as well as safety, maintenance and carrying only the permitted passenger number. This activity is not automatically a permit for every tour, airport pickup, school run or self-drive rental. Source: Dubai RTA Commercial Transport Conditions and its Passenger Transport by Rented Buses activity card, linked below.
In Dubai, tourist transport is regulated separately: RTA announced the Executive Regulation issued under Administrative Decision No. 97 of 2025 and Executive Council Resolution No. 107 of 2023. It addresses tourist-transport establishment permits, tourist-vehicle registration and professional licences for tourist-transport drivers. Ask us to check the tourism-transport operating category when you plan hotel guest sightseeing, city tours or tour-agency transport; do not treat an employee-shuttle permit as a universal tourism licence.
This is a practical buyer guide for hiring an entire vehicle for your company, hotel, school group where authorised, event or organised private party. It is not advice on public-bus tickets, individual car lift services, cargo delivery or car rental. Aseel can help gather the route and vehicle details needed for an accurate request; a published fleet listing does not itself prove that a specific vehicle, driver or licence is ready for your date.
What to verify with the operator
Before confirmation, ask for the transport activity covering the job, the vehicle registration and operating approval where applicable, the driver’s correct licence and professional permit, current insurance, and the assigned vehicle’s approved passenger count. The operator should explain whether an additional emirate, airport or venue permission is required.
Tourist transport has its own RTA framework. For sightseeing or tour-agency movements, confirm the operator, tourist vehicle and driver permissions that apply to the itinerary.
Sharjah RTA publishes a separate certificate for transporting passengers by rented buses under contracts with beneficiary entities such as companies, schools and universities. It expressly distinguishes this from collecting separate individual fares.
Abu Dhabi Mobility’s Asateel platform lists company operation, passenger-bus vehicle and passenger-bus driver permits; eligible operators must also follow its tracking-device requirements.
Sharjah RTA separately lists a bus-rental-without-driver activity for contracts between companies. A legal self-drive arrangement depends on the correct rental permission, the actual vehicle class, insurer approval and the named driver.
- Which permitted transport activity covers our specific group and itinerary?
- Who is the legally authorised operating company, and who issues the quotation and invoice?
- What are the registered passenger seats excluding the driver and any attendant?
- Which licence/permit, insurance and maintenance confirmations apply to the allocated bus and driver?
- Are any airport, inter-emirate, school, sightseeing, venue or restricted-access permissions still pending?
Authority rules and fees can change. Your operator should verify the applicable current requirements for the actual booking rather than using a generic “UAE approved” claim.
Choose the Right Bus and Capacity
Start with your passenger number, luggage, purpose and service area. Then match the exact registered seating and operating activity — not merely the vehicle’s model name.
Our current website catalogue has 22 vehicle-option cards. Passenger vans include Toyota Hiace, Nissan Urvan, Hyundai Staria, Kia Carnival, Mercedes-Benz V-Class and Sprinter; minibuses include Toyota Coaster, Mitsubishi Fuso Rosa and Nissan Civilian; larger choices include Yutong, King Long, Higer and Ashok Leyland staff-bus configurations. The cards below link to their model or capacity pages. They show the daily and monthly planning figures already stored on Aseel’s homepage, plus its technical descriptions and example luggage calculations.
Check the unit’s registration, not the marketing phrase “22 seater” or “53 seater”. A Coaster with 23 total places may mean 22 passenger seats and a separate driver. Likewise, a 34-place Rosa may accommodate 33 passengers plus the driver. A large staff bus with extra seats is not necessarily an approved school bus, luxury touring coach or disability-accessible vehicle.
For airport groups, count bags before choosing. Ten checked cases at 70 × 45 × 28 cm occupy approximately 0.882 cubic metres before stacking gaps and weigh around 200 kg at 20 kg each. This is a packing calculation, not the load rating for any van. Check both the actual luggage bay and the vehicle’s permitted payload; never block the aisle, emergency doors or sightlines.
Comfort is unit-specific. Depending on make, year, trim and coachbuilder conversion, available equipment may include air conditioning, upholstered fabric or leather-style seats, reclining seats, seat belts, USB ports, microphones, video screens or Wi-Fi. Braking and stability equipment may include ABS, EBD, brake assist or electronic stability control, but we will not guarantee any one feature without the selected unit’s specification. Confirm its verified manufacture/model year and whether there is any approved rooftop luggage carrier. A roof rack is not automatically allowed simply because the vehicle is tall.
When the answer changes by vehicle or route
A 14-passenger Hiace, a 22-passenger Coaster and a 50-passenger luxury coach can belong to different licensing categories, have different luggage layouts and face different pickup/access restrictions. The correct vehicle choice can change if you add a UAE airport pickup, an event-venue entrance, school passengers, a mountain road or another emirate.
Best starting point for small corporate teams, airport groups and private transfers with modest luggage. Check the approved vehicle class and whether the trip is chauffeur-operated or an eligible van-only rental.
Useful for recurring staff shifts, hotel and event shuttles, school groups only when specifically authorised, and medium private trips. Verify whether the advertised number includes the driver.
Practical for conferences, travel agencies and longer organised journeys with suitcases, provided the coach, driver, luggage hold and tourist/charter operating permissions are suitable.
Designed primarily for high-volume employee movement on defined routes. Do not assume reclining tour seating, luggage holds, USB outlets or air conditioning on every configuration.
Tell us about a wheelchair, step-free boarding, mobility aid or required child safety equipment before reservation. Request confirmation of approved accessible equipment, securement points and the relevant school or child transport arrangements.
Homepage cards use manufacturer references such as Toyota Hiace/Coaster, Mercedes-Benz Sprinter, Yutong coach and Ashok Leyland Falcon. Published technical model-year references are not proof of the exact production year or equipment on the dispatched vehicle.
See each model card for its linked fleet detail page, image with alt text, published seat range, stated comfort and luggage information. The final registration, equipment list, photo and manufacturer year must be confirmed for the actual allocated bus.

These 22 model/capacity cards and their images, seat descriptions, equipment, luggage notes and daily/monthly figures come from the published Aseel homepage and /fleet/ CMS. They are illustrative reference categories, not confirmed inventory, model year, operator permission, verified on-board equipment or a final rate. Some rates have different duty inclusions; your quote must state the actual allocated vehicle, licensed passenger capacity, driver/fuel, insurance and operating terms.
Key Cost, Route or Contract Considerations
The relevant rental cost is the written quote for the authorised vehicle and your actual duty — not an operator’s government permit fee or an attractive headline price with undefined fuel and hours.
The rate table below uses Aseel’s currently published homepage fleet cards for daily and monthly planning figures. These are illustrative website budget guides, not confirmed offers, independently verified market rates or a consistent all-inclusive tariff. Some rows describe 10-hour hire, 26-day contracts or specified driver-and-fuel packages; others do not state the same basis. Please do not compare them as though all include identical mileage, hours or taxes.
For a specific published example, the Toyota Coaster 22-passenger category shows AED 722.50–935 for 10 hours and AED 10,200–12,750 for 26 days. The 34-place Mitsubishi Fuso Rosa category shows AED 807.50 for 10 hours and AED 8,500 for a 26-day driver-and-fuel route in Aseel’s homepage dataset. The Yutong 50-passenger coach category shows AED 1,020–1,232.50 for 10 hours and AED 14,450–16,150 for a contracted route with driver and fuel. Those are different package descriptions and not automatically transferable to your booking.
The published homepage fleet cards do not provide a consistent weekly or yearly rate for every model. Weekly and annual commitments therefore appear as “Request quote” rather than an invented total or daily-rate multiplication. As a separately labelled third-party example only, Royal Dream’s selected van-without-driver page advertised AED 3,050–3,600 per week on the version checked 19 October 2026; its rate does not include a hired driver or fuel, cannot be applied to Aseel, and is subject to the other provider’s eligibility and contract terms (external comparison link below). Half-day, full-day, overnight, return transfer, tour-specific and airport Aseel rates also need a route-based quote unless the exact offer and conditions are documented.
Commercial terms to request in writing include driver and relief-driver scope, fuel included or excluded, mileage allowance, one-way or return, planned stops, waiting, overtime, additional trips, Salik and tolls, parking, airport access, border/emirate permissions, night duty, overnight driver accommodation, guide services, luggage transport, food and lodging. Admission tickets and destination activity charges are separate unless clearly listed. The operator should also explain the applicable insurance, contract duration and any replacement-vehicle service level.
Tax is not a universal add-on you should guess. UAE’s general VAT rate is 5%, but the Federal Tax Authority separately identifies qualifying local passenger transport as an exempt category. Whether a particular charter, vehicle-only rental or mixed package is taxable or exempt depends on its actual legal supply; ask for the quotation and invoice to state the correct tax treatment rather than assuming every bus trip attracts 5%. See the FTA source below.

- VAT: applicable statutory treatment and a clear invoice; no automatic assumption that every passenger movement is subject to 5% VAT.
- Payment method, deposit, quote validity, cancellation, no-show, refund, rescheduling and severe-weather conditions: recorded in writing.
The Dubai RTA activity card also lists operator-side government permit charges (for example AED 4,000 for its documented rented-bus activity permit issuance). These are regulatory fees for the company, NOT a customer day-hire price and NOT automatically a separate line added to your rental.
Daily and monthly cells are pulled automatically from Aseel’s published fleet data; weekly and yearly cells correctly request a quote because the homepage does not supply dependable model-by-model tariffs for those periods.

Daily/monthly values are illustrative budget figures as written on the homepage, with mixed 10-hour/26-day/driver/fuel bases; not verified competitor rates or a live Aseel offer. The table does not imply uniform inclusions, confirmed stock, annual pricing or a VAT assumption. A dated written quotation controls.
For operated bus, minibus and coach service, ask which licensed professional driver is assigned and what hours, route, waiting and overtime are included.
Available only where specifically quoted. Identify the fixed route, kilometres, hire hours, trip count, fuel allowance, driver relief and separate Salik/parking charges.
Where offered, agree who buys fuel, how mileage and fuel adjustments are measured and whether tolls, waiting and additional stops are extra.
Not a default passenger bus or coach option. Discuss only an eligible separately licensed/insured vehicle-only rental with an approved named driver; quote is not comparable to chauffeur transport.
A 5-hour tour and 10-hour trip can have different conditions. Daily/monthly homepage rates are planning guides; weekly, annual and route-specific terms require a confirmed quote.
Request recovery contact and a suitable replacement. A one-hour replacement target applies only if expressly agreed for the service area and starts/conditions stated in the signed contract.
Checklist and Comparison Examples
These common UAE booking situations show why the same bus can require a different operating check when the passengers, purpose or pickup area change.
Employee route between Sharjah and Dubai: if an operator licensed outside Dubai plans same-day contracted employee transport into Dubai, ask it to verify whether RTA’s Naqel temporary permit applies. RTA’s updated 3 July 2026 guidance requires the appropriate operator eligibility, contract and declared pickup/drop-off points. It also states restrictions on airport use and on certain Dubai-company arrangements. A standard inter-emirate booking request must not be treated as blanket approval to pick up passengers anywhere.
Dubai airport arrival or departure: terminal permission and the operating activity matter. RTA’s Naqel FAQ specifically restricts airport pickup by certain non-Dubai rented-bus operators; airport transport may require a different eligible service category. Give us DXB/DWC terminal, airline, passenger count, luggage and the receiving company so the appropriate authorised airport arrangement can be checked. Do not rely on a statement that any chartered bus may collect arrivals at every terminal.
Dubai sightseeing: for a private city tour, check the tourist-transport licence path, attraction vehicle access and group itinerary. Typical desired stops might involve Downtown Dubai, Dubai Marina or a cultural district, but this guide does not invent an attraction’s opening hours, ticket costs, bus-bay rules, route mileage or a promised route map. Those must be verified for your actual stop list, date, road access and venue. Request a stop-by-stop itinerary with estimated driving and visit durations; half-day, full-day and multi-day plans can then be quoted individually.
School or educational trip: even when the vehicle has ample seats, student transport can trigger special regulatory, supervision and safety requirements. Dubai RTA’s rented-bus conditions explicitly require compliance with school transport rules for student contracts. Do not describe an ordinary employee minibus as a school-approved unit without checking the operator and allocated vehicle.
Large exhibition, wedding or corporate group: confirm venue coach-access points, loading bays, permitted parking, driver duty, waiting and group movement contact. For hotel guests or travel agency tours, clarify tourist transport permissions. For a multi-emirate trip, coordinate destination parking, rest breaks, possible overnight driver accommodation and any additional route restrictions before setting a fixed price.
- Write every pickup, intended attraction, venue, hotel and final destination, including the relevant terminal or entrance.
- Note the day and season; request venue-confirmed admission and opening hours, group booking deadlines, parking and coach access.
- Ask for a proposed route map and its estimated distance only after the stops and current road access are verified; driving time differs with traffic.
- Specify 5-hour/half-day, 10-hour/full-day, multi-day, one-way or return; allow time for each planned stop and peak-hour variation.
- Before final payment, confirm the operator’s permission for each route and group type; a map or itinerary does not replace a permit.
All examples describe checks to make, not a claim that Aseel currently holds a particular operator, vehicle, airport or tourist-transport permit for a specific journey.
| Customer situation | Starting vehicle or service | Permit / buyer check |
|---|---|---|
| 18 corporate visitors, Dubai hotel to exhibition | Suitable 16–20-seat passenger van/minibus with driver | Contract/charter service eligibility, licensed passenger seats, venue loading and hotel pickup rules |
| 22 employees on a daily Sharjah–Dubai shift | Licensed 22-passenger Coaster-class service | Operator’s activity, route and contract; check Dubai RTA Naqel rules if the operator is licensed outside Dubai |
| 33 staff members at a worksite | Appropriate Mitsubishi Fuso Rosa 34-place layout | Only 33 passenger seats when driver occupies the 34th seat; site access, contract and current registration |
| 50 guests for a Dubai city sightseeing tour | At least 50 approved passenger places plus driver | Dubai tourist transport activity; coach/tour-driver registration and landmark/venue access |
| 8 airport arrivals with 8 large suitcases | Baggage-capable MPV/van or larger vehicle | Terminal pickup authorisation, lawful operating mode, measured luggage room and payload |
| School class on an educational trip | School-authorised or otherwise expressly approved group transport | Student safeguarding, child restraints where required, school transport conditions and the authorised carrier |
| Private family minivan without supplied driver | Only an eligible vehicle-only rental, if separately confirmed | Correct rental activity, vehicle class, named licence holder and insurer approval |
| Multi-emirate 2-day Hatta, Dubai and Abu Dhabi programme | Coach with appropriate seating/luggage and professional driver | Tour/charter eligibility, relevant emirate permits, legal duty hours, overnight driver and parking arrangements |
Common Buyer Errors to Avoid
Most surprises are preventable when the operating activity, allocated vehicle and full quote are checked before the trip.
An invoice containing “bus rental” is not evidence of the correct passenger-transport permission. Likewise, a manufacturer brochure confirms possible features on a model, not the seat belts, ABS, stability control, year, seat fabric or luggage space on the unit that will pick up your passengers. Ask for the relevant documentation and current vehicle specification where it matters.
We recommend one responsible organiser for group trips and staff routes. Give that person the agreed pickup map, passenger list, departure times, driver contact procedure, baggage requirements and decision-making authority for changes. For recurring company transport, define the working days, shifts, routes, timetable, missed-pickup escalation, replacement process and invoicing cycle in the contract.
For breakdowns, request a specific recovery and replacement protocol. A target of arranging a suitable backup within one hour can be written into the contract where the operator agrees and the area, start trigger, vehicle availability and exclusions are defined. It is not an automatically proven one-hour guarantee for every remote location or route; any promised response time should appear in your accepted service agreement.
Staff contracts, tourist group movements, school services, vans without driver and inter-emirate routes can follow different authority requirements. Verify the actual service category.
The approved seated passenger count must be checked separately from the driver and any attendant. Never exceed the legal capacity.
A fully occupied van may have too little space for checked suitcases. Give dimensions, counts and approximate weights for large luggage.
USB, Wi-Fi, TV screens, leather, reclining seats, air conditioning, stability control and accessible equipment vary with the actual year, trim and coach conversion.
Rooftop loads need an approved carrier, safe securing and legal height/weight limits. Without confirmation, plan on an approved luggage hold or another vehicle.
Without-driver supply is a different rental product; the chosen vehicle, named driver licence and insurance terms must all be eligible.
Confirm the permitted terminal, attraction, event entrance, pickup bay and any other-emirate travel restrictions instead of promising curbside access everywhere.
Get the driver/fuel basis, trip hours, overtime, tolls, parking, VAT classification, cancellation and refund rules before paying a deposit.
Agree on the replacement vehicle class, dispatch responsibilities, contact procedure and any one-hour response target in writing, with location and force-majeure limits.
Aseel’s homepage has illustrative daily/monthly figures, not verified live availability or blanket weekly/yearly tariffs. Request a current written quote.
- Service type and operator activity confirmed for this exact itinerary.
- Legal seats, luggage, driver class, safety inspection/maintenance and insurance checked on actual unit.
- Airport/venue access, tour or school permissions checked where needed.
- Daily/weekly/monthly/yearly price and inclusions clearly identified as guides or firm offers.
- Breakdown contact and suitable backup arrangements explicitly confirmed.
- Invoice tax treatment, quote expiry, payment, cancellation, rescheduling and refund terms approved.
When to Request a Firm Bus Rental Quote
Ask for a firm quotation as soon as you know the group, purpose, route, date and likely rental duration. You do not need to guess the legal permit or fleet model before making an enquiry.
1) Submit the trip using the form below or the complete request-quote form. Include your name, company, phone/WhatsApp, email, reason for travel, number of people and buses, bag count, dates, pickup/return times, starting locations, destinations and intended stops. For a tour, add the destination, desired attractions and whether you need a guide; for an employee route, add shift times and the proposed contract length.
2) We review the vehicle class and practical passenger/luggage fit, then identify the operating questions the responsible provider must confirm: company authorisation for the activity; driver and vehicle permissions; inter-emirate, airport or venue conditions; and any special school, disability-access or child-passenger requirements. Specify whether you want a driver-and-fuel package, driver with fuel charged separately, or a legally eligible vehicle-only option.
3) Request a dated written quotation identifying the specific vehicle class, quoted passenger seats, mileage and hours, route, number of trips, operating entity, driver/fuel responsibilities, taxes, Salik, parking, waiting, overtime, breakdown response and extra-service charges. Ask for a model-year/equipment list or current vehicle images if the year, leather seats, Wi-Fi, seat belts, entertainment or stability systems are essential.
4) Before accepting, check quote validity, payment method, deposit or booking guarantee, invoice tax treatment, cancellation/no-show/refund and rescheduling terms, and who must approve any route change. A one-hour backup replacement objective must be expressly accepted as part of the contract where applicable; do not assume the page itself is a service-level agreement.
5) Confirm the journey and keep the final itinerary, emergency contact method, vehicle and driver details supplied by the operating provider, arrival time and passenger organiser contact together. For group sightseeing, the venue/tour operator is responsible for confirming actual entry hours and fees. If adverse weather affects mountain or coastal travel, ask the operator to reassess route safety and contractual rescheduling conditions.
Give terminal, flight details where relevant, full luggage count, pickup bay, destination and one-way/return requirement. Confirm the permitted airport service category.
Provide the hotel/start location, stops and desired hours. We can quote a vehicle, driver duty and route only after the actual itinerary and venue access are checked.
List operating days, multiple trips, shift times, site/venue gate rules, waiting expectations, backup arrangements and any overnight duties.
Send staff count per shift, complete pickup points, workdays, contract dates, expected kilometres, AC preference and whether a replacement vehicle must meet a documented deadline.
A private bus and coach booking normally requires a professional driver. If you need a vehicle without one, ask about a separately permitted and insured eligible rental, not a generic bus-self-drive promise.
- Your name, company, email and best phone/WhatsApp contact.
- Passengers, requested number of buses, and any wheelchair, child-seat or other special requirements.
- Route purpose, departure area, complete pickup and drop-off points, event/airport terminal and planned stops.
- Travel date, pickup/return times, half-/full-day, one-way/return, multi-day, weekly, monthly or annual period.
- Preferred make/model or seating class; bags by size and count; minimum confirmed A/C/seat/charging/safety features.
- Fuel, mileage, driver, tax, Salik, parking, ticket, guide, payment and one-hour-backup questions to be resolved in writing.
A submitted form is an enquiry, not a reservation, issued permit or guaranteed vehicle. Availability and permissions must be confirmed by the actual operating company.
Further Fleet and Service Resources
Use these relevant fleet, service, regional and tour pages to compare vehicles before asking for a route-specific compliance and price check.
If you are deciding between Toyota Coaster and a full-size coach, start with the Aseel fleet detail pages. For regular company routes use the staff-transport service page, and for sightseeing review the destination-specific tour pages. A tour page can help you submit desired attractions, itinerary duration, pickup and group preferences; it does not replace a current operator permit, a live road route, exact attraction admission fees or a firm written quote.
The three additional external vehicle-market resources linked below are supplied comparison destinations, not endorsements, legal guidance or evidence of Aseel prices. Check the actual provider’s conditions independently. Authoritative regulatory sources are listed separately at the end of this article so you can distinguish official permit rules from commercial listings.
When your date and route are ready, send us the details once. We will help frame the right questions about approved capacity, the driver, vehicle condition, fuel, prices, backup and any specific route permissions.
Compliance information reviewed against official authority pages; all Aseel vehicle and price cards remain sourced from its existing homepage/fleet CMS records.

Choose your stops around Downtown Dubai, Al Fahidi, Jumeirah and Dubai Marina, with your own bus and driver.

Plan a group sightseeing day around Sheikh Zayed Grand Mosque, the Corniche and Saadiyat Island.

Travel together to Hatta Dam, Hatta Wadi Hub and accessible heritage attractions. Agree vehicle access and stops first.

Visit RAK city, Al Hamra and Marjan Island; add mountain stops only where the allocated vehicle is permitted.

Arrange a private bus to Fujairah Fort, the city waterfront and heritage attractions, with route and access confirmed.
Start with the main whole-vehicle bus hire service and its single-trip, daily and recurring transport options.
Compare the 22 published model/capacity cards, daily/monthly guides, luggage notes and linked vehicle detail pages.
Check the example where a 23-place layout can mean 22 passengers plus one driver.
Look at large touring-coach seating, the need for a separate driver position and luggage hold.
Find transport arrangements for employee shifts, company pickups and ongoing workforce movements.
Plan terminals, suitcases, pickup permissions, flight timing and authorised airport transport.
Explore destination-led transport options; request venue-specific details rather than assuming fixed attraction times or fees.
Send the group, date, route, stops, driver/fuel preference and any compliance or one-hour-backup requirements.
External Abu Dhabi vehicle-category comparison: check the provider’s actual 22-passenger layout, operating approvals, driver, inclusions and terms independently.
External comparison for selected vehicle-only passenger vans: the actual registration class, named driver, insurance and rental activity determine eligibility.
External commercial whole-bus rental comparison: confirm provider licensing, vehicle capacity, driver/fuel scope, rates and cancellation terms before buying.
Tell us the passenger count, purpose, route, date and expected hours. We will use your details to check the practical vehicle class and request the operating terms, driver and permission details that matter.
- Send group size, date, all pickup/drop-off points, planned stops and the service purpose.
- Specify if the trip involves tourist transport, an airport, another emirate, school passengers or an eligible van-only request.
- Ask for a written quote covering the vehicle, driver, fuel, permissions, luggage, costs, backup arrangements and cancellation terms.
Use the existing Aseel enquiry form. Name, phone, passenger count, pickup and destination are required; add any permit, safety or accessibility questions in the notes.
Do I need to personally apply for a bus rental permit in the UAE?
For a chauffeur-operated contracted transport service, the authorised transport operator normally obtains its operating, vehicle and driver permissions. As the company or group organiser, ask it to confirm in writing that the actual vehicle, journey purpose, route and pickup points are covered. A van-only hire is a different legal arrangement.
Is there one bus rental permit covering all seven emirates?
Do not assume so. Dubai RTA, Sharjah RTA and Abu Dhabi Mobility publish different services and requirements. Inter-emirate transport, tourism and airport activity may need additional checks; the operator should confirm the right approvals for the actual itinerary.
What permit applies to contracted staff transport in Dubai?
Dubai RTA lists a Passengers Transport by Rented Buses activity for transporting workers and employees under contracts. Its activity card also addresses company authorisation, bus registration, professional-driver permits, maintenance and approved passenger capacity. Ask the carrier to confirm current compliance.
Do sightseeing buses use the same permission as staff buses?
Not automatically. Dubai RTA announced a separate tourist transport regulation in September 2025 governing tourist transport companies, vehicles and professional drivers. The operator must determine the appropriate category for a city tour or travel-agency service.
What is Naqel and when might it matter?
Dubai RTA’s Naqel service addresses specified temporary same-day contract bus movements into Dubai by qualifying operators licensed in other emirates. Eligibility, approved contract, pickup/drop-off points, driver and vehicle documents and airport restrictions all matter. It is not a universal airport-pickup pass.
Can a company bus from another emirate pick up guests at Dubai airport?
Do not assume it can. Dubai RTA’s Naqel FAQ specifically restricts airport pickup by companies using that rented-bus service. The actual airport transport provider must confirm the relevant authorised service category, terminal and access arrangements.
What permissions apply to Abu Dhabi bus transport?
Abu Dhabi Mobility’s Asateel commercial transport platform lists operating-company, passenger bus and bus-driver permits and its on-board tracking-device process. Ask the authorised Abu Dhabi provider to confirm current requirements for your route and vehicle.
How do Sharjah passenger-bus contracts differ from individual seat sales?
Sharjah RTA describes its rented-bus passenger transport certificate as a service based on contracts with beneficiary entities such as companies, schools and universities. Its service page says the permit holder cannot contract separately with individuals to collect each passenger independently.
Can I book a bus or van without a driver?
An eligible van-only or business-to-business bus-rental activity is distinct from chauffeur-operated passenger transport. Not every van qualifies, and our large-bus listings are not an advertised self-drive product. Confirm the actual vehicle registration, permit, renter, driver licence, age, authorised drivers and insurance before paying.
Does a 22-seater bus have 22 seats plus a driver?
Not necessarily. Some Coaster layouts have 23 total positions, meaning 22 passengers plus the driver. Ask for the actual passenger count on the vehicle’s current registration and seating plan.
Which bus models and years are available?
Aseel’s catalogue includes Toyota Hiace and Coaster, Nissan Urvan and Civilian, Mitsubishi Fuso Rosa, Mercedes-Benz Sprinter and V-Class, Hyundai Staria, Kia Carnival, Yutong, King Long, Higer and Ashok Leyland Falcon categories. Reference years and specifications in manufacturer or homepage material do not confirm the manufacture year of the bus allocated to your trip; request verification.
Are seat belts, ABS, stability control and emergency equipment mandatory?
The exact technical requirements depend on the authorised activity, vehicle category and current rules. Dubai RTA’s rented-bus activity card refers to seat belts, emergency exits, fire extinguishers, first-aid equipment, maintenance and passenger limits. Do not assume that every listed model includes electronic stability control or the same braking system; confirm the actual unit.
Does every bus include leather seats, reclining seats, USB, screens and Wi-Fi?
No. Leather/leatherette or fabric seating, reclining positions, seat comfort, A/C, USB, entertainment screens, microphones and Wi-Fi depend on model year, trim and body conversion. Ask for the essential features to be confirmed in the allocated vehicle’s specification.
Can we put checked suitcases on a rooftop carrier?
Only if the actual vehicle has approved rooftop equipment and the load is permitted and safely secured within dimensional and weight limits. Do not treat the roof as guaranteed luggage space; request a bus with a rated luggage hold or separate baggage transport when needed.
How much does daily bus rental cost?
Use the vehicle cards and table on this page for the exact illustrative daily figures supplied by Aseel’s published homepage. For example, its Toyota Coaster 22-passenger card shows AED 722.50–935 for 10 hours; this is not a final offer. Route, date, operating permissions, fuel, driver, tolls, waiting, VAT treatment and availability change the firm quote.
What are weekly and yearly bus rental prices in the UAE?
There is no universal verified weekly or yearly Aseel tariff in the published homepage dataset. We will quote the model, days, hours, route, fuel basis, driver, mileage and duration instead of inventing seven-day or 12-month figures.
Is fuel included with the bus and driver?
It can be included, excluded or limited to an agreed route and mileage. Some homepage figures explicitly state driver and fuel; others do not. Ask the written quote to identify fuel, Salik, parking, additional stops, waiting, overtime and any overnight driver costs.
Does 5% VAT apply to all bus rental journeys?
Not automatically. The Federal Tax Authority confirms a standard 5% VAT rate for taxable supplies and separately lists qualifying local passenger transport as exempt. Vehicle-only rental, private charter and mixed services require their actual tax classification. Ask for the correct VAT treatment in the quotation and invoice.
Is a replacement bus guaranteed within one hour after a breakdown?
Aseel cannot establish an unconditional one-hour guarantee from the supplied public fleet data. If you need a one-hour replacement objective, request a written service level specifying where it applies, what starts the clock, what equivalent replacement will be sent and the exceptions/remedies. The contracted operator must explicitly agree before booking.
What happens if a vehicle breaks down during our trip?
The agreed emergency procedure should say whom to call, how passengers will be kept safe, whether roadside recovery or another authorised vehicle is arranged, when updates are provided and how any replacement timing or refund/credit is handled. Ask for these terms before travel.
Can you arrange an educational trip or school bus?
Only where the operating provider and allocated vehicle meet the applicable student and school transport requirements. A regular minibus or coach must not be presented as school-authorised simply because its passenger count is sufficient.
Can we book half-day sightseeing, full-day tours or multi-day journeys?
Request your desired destinations, pickup and return points, attractions and timing. A route-specific offer can then state driver duty, distance, stops, waiting and overnight terms. Attraction entry tickets, parking and a guide are not automatically included; current hours, admission fees and access must be checked with each venue.
What details are needed for a quote and how can we book?
Use the on-page enquiry form or /request-quote/; call, email or WhatsApp using the contact links displayed by the website when configured. Share contact name, company, passengers, buses, luggage, date, route, all stops, pickup and return times, vehicle/driver/fuel preferences and any legal or accessibility requirements. A request is not a confirmed reservation.
What documents and contract terms should I check before paying?
Confirm the licensed operating provider, vehicle registration/seat count, driver qualifications and permits, insurance, agreed route, hours, price, VAT classification, fuel/tolls/parking, deposit and payment, quote validity, cancellation/refund/rescheduling and breakdown/back-up terms. Request the relevant records for the particular service rather than relying on general assurances.
Government authority sources were checked 19 October 2026 for the relevant published guidance. Some documents show their own earlier publication or update date; rules, rates and operating eligibility should be checked again for the booking date. Aseel fleet and prices come from the supplied SQL homepage/fleet records, while commercial comparison links are clearly labelled as external.
